This basically translates to "case for war" and means that you can justify starting wars. One of the big mechanics which will help with a domination victory is a new one called casus belli. Start by looking at conquering civilizations that aren't doing so well on technology or in production. Ideally, you need to have a decent force early on in the game to start making an impact 'straight off the bat'. In order to do this, you need to remember that not only do you have to have the forces to attack but there is no doubt going to be some retaliation so you are going to need to defend well too. Basically, you need to defeat every other civilization on the map, while capturing their capital cities, in order to get a domination victory. So this is the most obvious way of winning the game.
